Rules Governing the Administration of CEDTI as stated in (No. : CEDTI/Rules/94/1 Issue : 1 Date :01.09.99).

1. The CEDTI is sponsored by the Ministry of Information Technology (MIT) , Govt. of India in accordance with the policies enunciated from time to time. CEDTI shall be funded by the Deptt. of Electronics, Govt. of India as may be necessary from time to time, in addition to funding by other public/private institutions, State Govt. etc.
2. The Ministry of Information Technology (MIT) may issue such directions to the CEDTI as it may consider necessary for furtherance of the objectives of the CEDTI and for ensuring its proper and effective functioning and the CEDTI will carry out such directions.
3. Over a period of time the Society shall endeavor to become self-sustaining, so that the grant-in-aid from Govt. of India etc. is reduced gradually.
4. The Society shall in the discharge of its functions and duties be bound by such directions on questions of policy as the Govt. of India may give in writing to it from time to time provided that the Society shall as far as practicable be given opportunity to express its views before any direction is given under this clause.
5. The Visitor shall have powers to call for accounts of the Society or issue any written directions in relation to proper functioning of the Society.
6. Subject to these Rules, and such Rules as may hereafter be made from time to time, the administration and management of the Society shall vest in the council which shall be the Executive Body of CEDTI. Membership of the Council will be confined to those as specified in Rules 5.1.
7. The Council will periodically review and monitor the activities of the Society and take remedial measures as deemed necessary to meet the aims and objects of the Society. The Council will be assisted by the Director General of the CEDTI who shall be responsible for the administration, technical and financial management of the CEDTI subject to the direction control and supervision of the Council.
8. The Council will also be assisted by the Executive Committees for the technical, financial and administrative management of the respective Units under the overall control and guidance of the Council. The Committee will have the right to authorize any of its Members, in addition to the Registrar/Admn-cum-Accounts Officer to sign and execute documents and contracts on behalf of the Units.
9. The Executive Committee will be assisted by Directors of respective Units of CEDTI for the day to day activities of the Unit. The Directors shall be responsible for the administrative, technical and financial management of the Units, subject to the direction, control and supervision of Executive committees and the Governing Council/Chairperson Governing Council.
